Meet Monroe! This poor baby was dumped at a rural county shelter at only 6 months old! He had only ever known his family and their home, so as you can imagine he was terrified in the loud and chaotic shelter. Once he got to his foster home, though, he blossomed into an amazingly sweet and loving little guy!
